1. Turn the oven to 300 degrees and preheat.
2. Spray a 9 x 13-inch glass baking dish with non-stick cooking spray.
3. Combine the butter and sugar in a large bowl.
4. Add in the corn, chilies and cheese, mixing well to combine.
5. Stir together the flour, cornmeal, baking powder and salt in a separate bowl.
6. Add the flour mixture to the corn mixture.
7. Stir until well combined and smooth.
8. Pour the batter into the baking dish.
9. Bake for 1 hour or until a toothpick inserted into the center comes out clean.
